Tenant hits out at Poole Housing Association over heating and lighting charges


AN elderly tenant has hit out at Poole Housing Association for charging him for heating and lighting of a facility he doesn’t use.

Keith Joynes, 74, who has lived in sheltered housing at Boyd Road for nine years, has branded the new services charges, which begin next month, as “unfair.”

He, and other tenants, are now facing a bill for £1.48 a week for a common room and laundry whether they use it or not – including some of his housebound neighbours.

“There’s quite a few like that on the road. Some of them can’t even get out of the house never mind use the centre, which they are still being charged for,” he said.

“Some of them don’t know how they’re going to pay it when they’re on a basic pension.”

He added: “It’s definitely unfair. An extra £6 a month for nothing.”

Poole Housing Partnership (PHP) has come under fire for its rent and service charging review – which changed the way residents paid for heating and lighting in communal areas, adding hundreds to some residents’ bills.

Joe Logan, CEO of PHP, said sheltered housing communal facilities such as common rooms with kitchens were “used by most residents on a regular basis,” and had heating and lighting which “has to be paid for.”

He added: “We have carried out a consultation across the town and the consensus was that the fairest way of recovering the charges is to charge the sheltered residents according to the facilities that are available to them “The charges have been kept to a minimum and are equal to the bills we receive from the energy suppliers.”

He said they were working with residents to ensure energy was not wasted and installing solar panels to reduce the bills and carbon emissions.

There must be plenty of things for which I, and many others in many different towns, pay Council tax and for which we either have no personal use or need.

Thats nothing you want to live in a Raglan property we pay £10 a month for a raft of things like trade rubbish even though we pay council tax. A pay phone that costs £930 a year rent that nobody uses, and many other useless things. These Housing Associations are supposed to support their residents but they just rip them off.

If you are in a club (association etc.), you abide by the rules, if the rules are unjust you get them changed.
If you cant get them changed and you still disagree you move out.
There is nothing cheaper, so accept it.

I've never had a fire or lost a cat up a tree but I pay money to the fire service every month.
Not a lot you can do, its just how things work. Best way to 'get even' is to use the common rooms all the time - thus getting your moneys worth.

I must say I'm quite surprised at the comments here - readers are usually quick to speak in favour of a pensioner's perceived injustice.

I was going to say I've only been in the BIC once and never been in the pavillion, but 4% of my council tax still goes to funding them. If I were to moan about it I would be told to 'man up'.
Would a fairer system be to install a turnstile at the entrance of the common room and charge residents per use, or coin operated lighting and heating?

On the surface it seems unfair, but then again, all charges are unfair unless we use them. I pay tax towards a lot of things I don't use, or even agree with. That's life I guess. For example, paying tax for lazy people to sit on their backsides and not ever work.
