Bournemouth's parking meters still not being enforced

JUST IN CASE: Scott Major using a parking meter in Bourne Avenue, Bournemouth, even though enforcement has come to a grinding halt
BOURNEMOUTH’S parking meters are still not being enforced while an investigation is carried out.
No on-street parking fines have been issued for almost two months, after an appeal against a penalty charge notice revealed possible errors in Traffic Regulation Orders.
But the council is still advising motorists to pay for their on-street parking and is warning that enforcement would be reinstated at any time.
Mike Holmes, service director for planning and transport, said: “We are confident the use of all parking meters to regulate parking across Bournemouth is lawful.
“The Independent Adjudicator’s decision related to the legal documentation behind parking enforcement at a particular area where a pay and display meter is located. “This is not uncommon and has happened to other councils across the country. As soon as we became aware of the issue in Bournemouth, we suspended enforcement at all on street pay and display locations, while we sought legal advice in relation to this specific issue. We are now working to rectify what is a technical issue. “While we could continue to enforce, we have taken the decision to not issue PCNs in respect of on-street pay and display until this process is complete. “This matter is being rectified as a matter of urgency and enforcement action could be reinstated at any time without notice.
“Motorists who currently hold outstanding PCNs in respect of displaying a ticket on street should follow the appeals process.”
There are 98 meters across the borough, which normally collect around £15,000 a week.

This one has me a bit mystified however - just exactly how does one "Enforce" a Parking Meter? Do you feed it until it is satisfied or give it the sound thrashing it deserves?

Parking meters are expensive to purchase and maintain, but if they are making £15k a week I guess they are worth it. However, I find the principle of using OUR money to buy machines that make yet more money out of US distasteful.

So the ineptitude and stupidity somewhere in the council officers has resulted in a loss of nearly £120,000 in 2 months.
The meters bring in to the council £720,000 a year.

Does that mean we still have to pay to park? Or that we wont get fined if we don't? We could just follow builders, couriers, shopping deliveries and Bmth maintenance lorries and park where/whenever we like?
