Bournemouth councillors under fire over gifts


A SENIOR councillor has slammed the “double standards” of Town Hall bosses who have banned a disabled pensioner from giving her carers £4.99 Christmas presents.

The Daily Echo revealed yesterday how Norma Cail, 66, who is confined to a wheelchair, had received a letter stating that council employees are not allowed to receive personal gifts.

We have now discovered that the same rule applies to every other member of council staff, including refuse workers, office staff, social workers and parks department employees.

However, elected councillors are allowed to accept gifts of up to £25 without declaring them.

Norma, who lives in sheltered accommodation in Boscombe, had bought writing sets for her three main carers when she was informed that festive gifts were banned.

Cllr Ron Whittaker said: “This is bureaucracy gone mad. Every Christmas I buy small presents like sweets and chocolate for the democratic services department staff.

“It’s my way of saying thank you for their help during the year; why shouldn’t Norma be allowed to do the same?

“I know other councillors who do the same and none of our gifts have ever been refused. After all, it’s meant to be the season of goodwill.”

He added: “It appears there’s one rule for us and one rule for everybody else. Councillors can accept gifts up to the value of £25 without declaring them to our monitoring officer. A lady sent me £10 to show her appreciation and I put it in the mayor’s charity fund.

“(Norma Cail) should still pass on the presents she had bought for her carers.”

Cllr Whittaker has contacted the council’s chief executive, Pam Donnellan, in a bid to get the ban on staff gifts lifted. He said: “Common sense should prevail.”

Cllr Phil Stanley-Watts agreed. He said: “This rule is daft and should be changed.

“(Norma Cail) should be allowed to give her carers small festive gifts; it’s in the spirit of Christmas.”

Earlier this year new rules on gifts and hospitality for council workers were agreed.

While an offer of a drink following a site inspection and an invitation to functions and working lunches are acceptable, nightclub visits, holidays, personal dinner invitations, theatre tickets and use of a company flat have been ruled out.

The list of councillors’ declared gifts for 2008 includes ice show tickets, Christmas food and complimentary drinks.

Council leader Stephen MacLoughlin declared dinner at Beaulieu and two £40 tickets for he and his wife at a Dorset Rocks concert at the Royal Albert Hall.

Joy Postings, service director for law and corporate governance, said: “The policy on gifts and hospitality in the Code of Conduct for the council’s employees is not unique to Bournemouth.

“Members are not employees of the council. They follow the national code of conduct which states that any gifts received with an estimated value of at least £25 must be declared. The declarations are open to public inspection, to support openness and transparency.”

A Dorset County Council spokesman said: “The council doesn’t have a problem with staff accepting small gifts such as a box of chocolates. With anything more substantial, staff must check with managers and take advice. More substantial gifts must be registered.”

Poole council’s gift policy allows employees to accept gifts so long as they could not, do not, or appear to, place that employee under an obligation, and could not be construed as an incentive or reward.

Utter madness. At Governemnt level, a minister or top civil servant, can hand out contracts to companies, then go and work for them. Open to all sorts of abuse.
What right, has any councilor or minister to stop normal employees getting small gifts of thanks??
Many years ago, i knew of two councilors in charge of giving out construction contracts at a council who use to get drunk with the people they gave contracts to.
That may no longer happen. But i think it has got to the stage now, where we need to vote in independents. None of the parties at national or local level seem capable of doing the job fairly and sensibly

I despair of this so 'pc' world that our country has now become. Where is it all going to end when a lady who obviously appreciates the help her carers have given her through the year, cannot give a small present to show her thanks?
They do not exactly earn very good money for the sort of work they have to do and a small gift can make them feel that their work is worth while.
Would be different if she was in a position to hand out contracts etc.(councillors and council staff take note !)
If these carers were working in the private sector there would be no problem with them receiving a present.

it is only my opinnion but the only people giving value for the money i pay are the lower down working people such as the binmen parks people carers road sweepers to name a few doing a good days work the 2 councillors ron whittaker and anne rey work tirelessly for the people thepeople at the top of the town hall are useless parasites devoid of any common sense and looking after themselves they should realise they are in their overpaid positions to give value to the people paying their ludicrous pension payments and wages go now and give bournemouth back to the people all we are doing is waiting for the next idiotic decision to come from the town hall can anyone tell me if the boss of littledown mr p brown is any relation to the head of leisure services mr r brown if they are related it makes you wonder about that appointment i think it must be only this council that can ruin the town ie the surf reef and imax and then ruin xmas for a little old lady as an encore to the minnions at the town hall hard luck for working for such a bunch of idiots we all know who they are heres waiting for the next piece of lunacy to come out of monkey world sorry i meant the town hall come to think of it i was right first time

This makes my blood boil. How long are we going to let these leeches get away with stuff like this.
I live in Poole, but it seems to me that Poole and Bournemouth Councillors are just as bad as each other. One rule for them and one for everyone else.
What do these idiots in there ivory towers actually do for the community? The vast majority are in it for what they can get out of it, and nothing else.
I worked at Poole council for 15 years and am sick of Councillors lording it over everyone else.
It is the genuine hard working staff that work for these councills that have to deal with the flak when there are stories like this published in the Echo. They are the ones that have to take all the crap off the public when they call up.

It seems that Bournemouth Council have adopted the old motto “DON’T DO AS WE DO, BUT DO AS WE SAY” What hypocrites!!!!!

Perhaps these generous people should give their carers a large brown paper envelope; it seems that’s quite acceptable in the world of officialdom!!

what a marvellous council we have in bournemouth,every thing they do is for the good of the residents,and i do feel sorry for the poor Council leader Stephen MacLoughlin,how dare they chastise him for getting a little pleasure from his laptop and why should they not get gifts instead of the other departments.consider

Perhaps if the British had had a successful revolution against tyrannical rule, as have the French and Americans, its elected leaders would respect the citizens (not subjects) it represents.

I am glad that half the year I live in New Hampshire (the other half in Ruritanian Swanage) where I have the right to bear arms (and I do) and I have the right under state law to overthrow the state government should it become tyrannical (how that focuses the minds of elected leaders!):

Funny thing - our elected leaders in NH are clean, fair-minded and democratic. Any who are not are dispatched very quickly.

Bournemouth Council - Scrooge and The Grinch rolled into one. Let's hope that the "no can do" Jobsworths responsible for this mean and petty rule are the first out the door when the axe finally falls on Public Sector spending.

Councillors, your hypocrisy and political correctness-gone-mad have denied an elderly lady the wonderful joy of giving at Christmas. Shame on you and shame again! Repent your sins and resign!
